Yes completely free.
Look at your local library/County library website first under the menu. There might be a section about borrowing audiobooks or ebooks. If it says they use borrowbox then just sign up to the library for an online account, to get a Library ID/Barcode (To physically borrow books you have to upgrade your account at the library. But for audios you don't need to to this.)
Then download the borrow box app to your phone or tablet and login to the borrowbox site with your new online Lirbrary ID account details.
