Insurance for inhand walks/leading

Wanting to "pony" Rascal from Silver... He is insured for hacking which covers him for both in hand and leading from another pony, but does he need to do both in a bridle? I cant find it anywhere in the T&C that Petplan sent me :confused:. He isn't backed or broken to drive but has been bitted, but he would be fine in a headcollar to lead.
