Rug troubles

Not sure if it really fits in here but OK. My best friend's pony is a non-ridden veteran and is turned out full time. She wants to keep him rugged - especially fly rugs and head gear (don't know the actual name!) but everytime she puts something on him he'll get it off somehow. I'm not sure how but she said she got him checked for anything that might cause him not to want the rugs on but he's fine. Any ideas on how to stop it or special rugs or just general advice?
 
I had a pony who could remove winter rugs (all still done up), he was an old boy and it was on those does he/doesn't he need it nights, he knew best! When he really needed them he left them on.
 
If the horse is constantly getting them off I'd say he isn't happy wearing them so I'd leave them off.
