Pony Outside - Pony Blanket?

I hope this isn't too silly of a question but I was told by many many people that ponies are just fine outside here in cold Wisconsin. It can get to around 0 degrees F and stay there for weeks at a time during January/February. So, I got a pony and first of all would like to know if that's true and secondly, I would like to know when I should start using a blanket on him. I already feel bad knowing he's out there in the cold and it's only around 40 degrees at night. Is it time to put it on him or is there a magic temperature that I could wait for? I just feel like it's going to be a very long winter if he needs it already.
