Do colts 2yr old have to be bitted in ring

Just wandering if 2yr old colts have to have bits in for showing.
Colt in Question 2 yr old 25inch high so lazy I have to try for ages
to move him..Bit he will never be ridden so dont want to put bit
in just no point

Under Shetland pony rules they must be bitted.
