I wondered if any of you knew of a good online store wear I could buy XL High Vis Leg Wraps for a rather large 17.3hh TB x ID, its a christmas present for my sister and I don'y know were to start I don't even know if they are called Leg wraps...

Have a look on v bandz. The full/horse size have loads of adjustment and fit my big hw cob over work boots

Try these I got them from their Cannock store. The large fits my 18 hands heavy guy so should be ok on your sisters.
